I think legalising prostitution would be a solution to consider so that the men and women engaged in this work could have the rights and responsibilities of any other self-employed worker including paying their taxes etc. Perhaps that way the 'pimps' and other exploiters could be at least in part we made redundant. As for those people who use the services on offer, well they should be prepared for exposure rather than creeping and around and kerby crawling and be prepared to pay a subsantial statutory fee. Prostitution will be and always has been a fact or human life and I guess there will always be a "black market" in the more extreme acts, but some regulation may be a way forward to try and stop exploitation.
