Housing developments on flood plains because it's cheap land. People paving over front gardens for parking spaces, and new builds with poor soil in tiny gardens both front and back to make way for big driveways. Lack of dredging in of rivers and reservoirs because LAs are strapped for cash. Privatisation of water companies where profts come before service. Inadequate and poorly maintained drainage systems because of a lack of investment.
And one brainless MP suggests people should stop flushing their toilets???
And people believe that will make a difference?

Houses should not be built on flood plains for sure but new developments do not contribute to flooding because the have sustainable rainfall moderation with stabilizer lakes that release water slowly into the rivers. Even new roads have balancing ponds to slow rainfall flow
It’s older properties that have no protection at all that cause sudden floods, however the main cause it heavier rainfall that we seem to get these days
