Does every one know rule 112 of the highway code is?

The horn. Use only while your vehicle is moving and you need to warn other road users of your presence. Never sound your horn aggressively. You MUST NOT use your horn

while stationary on the road
when driving in a built-up area between the hours of 11.30 pm and 7.00 am

except when another road user poses a danger.

Not really,I was car less for the last few days and walking about and sitting on various bus stops and bus's,and hearing the amount of horns being blown,including the bus driver/s.
Its just unbelievable,when you have drivers who have those ear plug things, so what their listening too goes straight down their ear holes,not to mention those who don't know where the up/down window handle is.

You should try driving through Cairo😂 they have one hand on the wheel and the other on the horn, Israel isn’t much better.

I find OP’s question a very passive/aggressive way to say that where he lives, people use their car horn a lot.
(Is it specifically at you, OP?) grin
Where I live the noise pollution you refer to, simply is not an issue.
In any case I would be more worried about air quality in cities, and of course river and beach pollution as a direct threat to our health

And as for ear pods which is what I assume you are referring to, what business is it of any of us?
(Windows don’t have winders any more either- a little button on the door opens and shuts them! )

Last night I was driving in the 20mph zone, a black car right on my bumper was using the horn clearly to tell me to hurry up.

Hmm! When my friend and I travelled to work together, we found that some young men just couldn't handle the fact that 2 old blondes might have nicer, faster cars than theirs. We had to "notify them of our presence" often after they had carved us up and then slowed down in front of us "just because they could" (though in actual fact, "just because we let them - my friend was an ex lady racing driver!! )- silly boys - so dangerous! It led to interesting discussions though as to how big (or probably small) their apppendage was that they found this necessary and in the end, it happened so often we just used to raise our little finger to each other, declare "very small" and giggle! We had some interesting journeys! One van passed us shouting and making suggestive remarks, then after overtaking realised that the blond heads in the convertible in front belonged to women who were old enough to be their mothers. Very, very small!

I was always taught that the horn was to ‘announce my presence, not to demand another’s absence’.
