If you have enough ventilators where are you going to find appropriately trained staff? The vast majority of nurses do not have a clue to even set up a ventilator never mind how to care for a patient safely. This is not a slight against nurses, I was one in an ICU unit.
The BBC4 pandemic programme said a pandemic was top of the governments list of disasters. So why is the government acting as if they've been taken totally by surprise. And, as for America closing down the department that deals with pandemics well, words fail me....

I find the repetition of Dilemma frankly a turn+off, it is overkill. The subject is of course important, it may be a crisis, but it is not a “dilemma” - “ a situation in which a difficult choice has to be made between two or more alternatives, especially ones that are equally undesirable”
