Evolution at work... humans have a gene for lactic intolerance, that should kick in somewhere around the age of four.' This served to free-up the supply for the next young to arrive... Then when cows were first domesticated, there was an advantage in being able to make use of this new food supply, and so many in populations that gene is switched off. Other populations - Japanese for example, are mostly intolerant.
