I would change that slightly to "Individuals of a political party", not an individual as leader of that party (though his/her personality may have influenced the voters to some extent.) Those individuals then vote for the person that they, individually, would prefer to be the leader. They after all, are the ones who will be "managed" by their leader, and if one is imposed on them whom they are reluctant to accept, there will be friction.
If the leader of the country were chosen individually, there is a danger that personal charisma and/or influence with the media could take over than real leadership qualities.
Evidence of that is easy to find.
