In his statement Johnson underlined his pledge to ditch the Irish backstop, and ramp up preparations for no deal, and to leave on 31st October regardless of what happens.
Mays withdrawal agreement has been binned, however in a phone call Juncker signalled the EU27s intention of sticking with the deal already negotiated by the British Government. This includes the backstop.
Juncker told Johnson that the EU would be prepared to alter the political declaration.

Newnanny, He is not yet "getting things done" He is saying that he is going to get things done There is a vast difference between these two, and the proof of the pudding, as they say, is in the eating.
Jeremy Corbyn, too, is always telling us how he will be changing the country into a paradise on earth, but I shall wait until it happens before raising three cheers for either of them.
Talk is cheap. That promised easy transition from EU slaves to free heroes has not yet become a reality, not even leaving with all flags flying and all our severance wishes fulfilled. Anyone with a large mouth can make a list of what everyone would like and promise to deliver it all, without any cost, pain, deprivation, effort, or blood sweat and tears. I have a feeling that tears particularly, will be well in evidence in the years to come.
If I am wrong and we are indeed heading for unprecedented prosperity and fulfilment, I shall be as pleased as you will be. That is if I am still around to see it.
As the Conservative Party move more and more to the right it might be worth those of you who feel a sense of alarm at this to look up "Britannia Unchained" which seems to show the blueprint for the future they are trying to carve out for us.

Ministers will have draconian powers to bring in curfews, redirect food supplies and even change the law without consulting parliament in the event of a no-deal Brexit. Senior civil servants in Whitehall have discussed plans to use the sweeping authority of a little-known law to deal with any unexpected consequences of a disorderly departure from the European Union. The legislation grants ministers emergency powers to deal with any event that threatens to cause “serious damage” to the UK. Officials are understood to have advised ministers that the law could be used to give police, local authorities and other public bodies immediate powers to tackle potential problems such as fuel or food shortages without the need to change the law first. It could also be used to ban lorries from travelling to Channel ports to avoid disruption at Dover and Calais and prioritise critical imports.
The powers, contained in the Civil Contingencies Act, would be exercised under operation Yellowhammer which is being run out of the Cabinet Office and will co-ordinate the day-to-day government response in the event of a no-deal Brexit. The act was passed in 2004 after a blockade of oil refineries under Tony Blair that nearly brought the country to a halt. It was criticised at the time for its draconian scope, which allows ministers to change the law in an emergency. The new laws last for seven days before they have to be either approved or voted down by parliament. Senior Whitehall figures have suggested that the act would be used only as a “bridging solution” but the scope of the powers is still likely to alarm civil liberties campaigners. “There has been a long-running discussion about in what circumstances the law might be used,” one Whitehall source said. “Nobody is saying at this stage that it will be. But it is certainly an option on the table.” The Mail on Sunday reported that Dominic Cummings, Boris Johnson’s chief adviser, had asked all government departments to flag any unlikely no-deal issues that had been identified but not acted upon. These would include consequences of a no-deal Brexit that could materialise months after the UK had left the European Union. They extend to fears that, in the long term, two of the UK’s six main oil refineries could close because imports would become cheaper, triggering a “significant impact on local economies and regional fuel supply”. “You have been personally authorised by the office of the prime minister to undertake this work, and if anyone has a problem with that, tell them to call me,” the paper reported him saying. The minister in charge of no-deal, Michael Gove, has already chaired a dozen meetings of the Brexit war cabinet — known as XO — which meets in the basement of the Cabinet Office every weekday at 10.30am. Sir Mark Sedwill, the cabinet secretary, Mr Cummings and Sir Jonathan Thompson, the head of HM Revenue & Customs, also sit on the committee, which has the power to summon officials and ministers from across Whitehall. A source said to attend XO meetings told The Mail on Sunday: “All decisions are framed through protecting security, flow and revenue, in that order.” They said that public safety and national security were paramount followed by keeping trade flowing. Protecting the revenue of the government from new import duties was seen as secondary, at least in the short term, they said, compared with keeping the flow of goods going.
The next logical move would be for the Prime Minister to dissolve Parliament completely and govern alone under some other version of "emergency powers". He/she would then bypass our elected representatives completely, rather like President Trump and his solo presidential decisions,

Anyone who believes Johnson’s promises about what he is going to do needs to remember the big red bus. Plus all the promises( lies) he made as Mayor of London. Prison officers, police, border guards, the army - where are all theses recruits coming from? Where is the money coming from? Talk is cheap as anyone knows , saying you’re going to do something is different from actually doing it.
Boris will fulfill his promises because he knows if he doesn't Nigel and The Brexit Party are ready and waiting in the wings.
If we leave the EU on the 31st October 2019 most Brexit Party supporters will swing back to the Conservatives. Labour will be wiped out.
Bolton is here to discuss post-Brexit trade deals with the US. We all saw Trump say that in the matter of trade deals nothing would be off the table including the NHS. Hardly a case for celebration then.

Johnson can’t fulfil any of his domestic promises without a general election and he certainly can’t fulfil all these promises in a few weeks. It’s all hot air in a bid for votes. A cynical attempt to use serious problems to get popularity. The answer to rising crime isn’t just locking people up - you need more prison officers, drug and mental health services, children and youth services - all cut by the Tories.
If he can get us out of the EU on the 31st October 2019 that will do for now.
And we can forget about everything else as life will be transformed into a magical wonderland.
