Why is it bad manners to decline an invitation? Surely bad manners would be either not replying to the invitation or agreeing to go and not turning up!?

Definitely agree with the above.

I read that the invitations were issued very late and that most had prior engagements.

However they may disagree with Johnson and his politics and perhaps with just cause, it really does show ill manners to decline the invitation unless they have good reason - which it sounds as if all but Mrs May have.
It isn't Boris's party as such, but to celebrate an historic event.

Shows just how deeply toxic Johnson is, if true, because some of those living ex-pm's are pretty soiled goods themselves!
