“A landmark deal to cut global shipping emissions has been abandoned after Saudi Arabia and the US succeeded in ending the talks.
More than 100 countries had gathered in London to approve a deal first agreed in April, which would have seen shipping become the world's first industry to adopt internationally mandated targets to reduce emissions.
But US President Donald Trump had called the plan a "green scam" and representatives of his administration had threatened countries with tariffs if they voted in favour of it.
US Secretary of State Marco Rubio declared the outcome a "huge win" for Trump.
But reflecting the pressure countries faced, the Secretary General of the International Maritime Organisation Arsenio Dominguez issued a "plea" for this not to be repeated.
In a dramatic conclusion on Friday, when countries should have been voting to approve the deal, Saudi Arabia tabled a motion to adjourn the talks for a year.
The chairman said this would mean that the agreement was not approved, as key timelines for the treaty would have to be revised.
The motion passed by just a handful of votes.
Hon. Ralph Regenvanu, Minister for Climate Change for the Republic of Vanuatu, said Saudi Arabia's motion was "unacceptable given the urgency we face in light of accelerating climate change".
"We came to London in reluctant support of the IMO's Net-Zero Framework. While it lacks the ambition that climate science demands, it does mark a significant step," he said.
The shipping industry has been broadly supportive of the deal because it offered consistent global standards.
Speaking after the talks ended, Thomas Kazakos, secretary-general of the industry body the International Chamber of Shipping, said : "We are disappointed that member states have not been able to agree a way forward at this meeting."
"Industry needs clarity to be able to make the investments," he added.
The UK and most EU nations voted to continue the talks, but some countries including Greece went against the EU bloc and voted to abstain.
The countries that voted in favour of adjourning the talks included Russia, Saudi Arabia and the US, who raised concerns that the deal would lead to price rises for consumers.
Some key countries including China that had initially voted to support the deal in April agreed to delay proceedings.
Island states Bahamas also changed their position and Antigua and Barbuda, who agreed in April, abstained. A delegate from the island states group told the BBC that these nations particularly rely on the US for trade and had been leaned on heavily by the Trump administration to change their position.

The deal was first agreed in April after ten years of negotiations and was considered historic as it meant shipping was set to become the first industry in the world with internationally mandated targets to reduce emissions.
The agreement had meant that from 2028 ship owners would have to use increasingly cleaner fuels or face fines.
Shipping currently makes up 3% of global emissions, with levels increasing in line with global trade rises – 90% of goods are currently transported via the sea. Unlike other sectors shipping has been unable to reduce its emissions, in part due to the lack of cost incentive.
"There is no fuel as cheap as diesel that ships use today because when we take crude oil out of the ground, we take out all the nice bits, that's the kerosene for aviation, diesel and petrol for cars," Faig Abbasov, programme director for maritime transport at think tank Transport and Environment, told the BBC during the last IMO negotiations.
This means without intervention the International Maritime Organisation , externalpreviously estimated that by 2050 emissions could grow by between 10% and 150%.
The meeting this week in London between nations had been to make the final approval and finalise the next steps. But since April the US has been increasingly vocal about its objections to the plan which they are concerned could raise prices for goods for its consumers.
Posting on Truth Social on Thursday night President Trump wrote: "The United States will NOT stand for this Global Green New Scam Tax on Shipping. We will not tolerate increased prices on American Consumers."
With talks now delayed the carefully planned timeline to get the regulations in place for 2028 does not appear feasible.
"A delay in action may require changes to the text of agreement that undermine the planned timeline, and could revert years of work to date," said Blánaid Sheeran, an observer to the talks and policy officer at environmental NGO Opportunity Green.

David - this is international politics, involving the lives of ordinary citizen, and posters are debating the matters .
Please refrain from using the language of eight year - olds.
No one referred to Mr Maduro as " the good guy", nor Mr Trump as " the bad guy".
Disregarding every rule of international relations is not a computer game

Other on this site portray Trump and the US as the global evil, with hindsight they have made any mistakes trying to impose democracy, maybe it would have been better in they had done nothing.
Maybe it would be better if the US didn’t try to influence politics and not get involved, should the US protect us from dictators like Putin or Hitler because that has been the fact since 1940??

My opinion of Maduro is irrelevant, David.

The US has no right to interfere in other country's regimes. It's caused enough trouble internationally over those decades of interference. South American governments it didn't approve of, Afghanistan, the Middle East. So much that is bad has been a result of its belief that it has to decide which regimes are acceptable to it and which are not.

That anyone should think that this is desirable is shocking.

I think that you are missing the point.

It is generally accepted that states do not interfere in the choice (or not) of leader in a sovereign state.

Trump cannot pick and mix however much he would like to do so.

It’s not just Trump other presidents have gone the same and worse, the UK has backed them, should they try to reduce the drug trafficking?. Should the governments in South America take action themselves to stop drug production, will it make any difference?, because synthetic drugs are so widely used.

Trying to be global policeman wins no friends, just like police in the UK they are damed if the do act and damned if they don’t, yet we all rely on them to help when we need it.

Trump is trying to prop up the value of the Peso but even Trump can’t “buck” the market and it keeps falling, it probably will have to devalue. Milei will loose the election and a left wing government will replace him.
Argentina will have to be rescued again, Trump will have wasted the money.

Rescued from what, David? A 'left wing' government or a failed economy? I'm not sure which you mean.

I'd. of course, point out that Milei was following the neoliberal playbook of savagely cutting state spending and allowing 'the market' free rein. It hasn't worked, has it?

Cutting state spending inhibits growth by taking money out of the economy. Letting 'markets' loose concentrates wealth in the hands of the already wealthy, taking money away from the poorer people in the population who are most likely to spend it (which is what is needed for growth). It really is time that everyone understood that.

Trump claims that the attacks are are not murder because he has “determined” that the boats are smuggling drugs, that they are being run by drug cartels, that drug trafficking by cartels constitutes an armed attack on the United States, and that the United States is now engaged in a formal armed conflict with the cartels.

As a result, he reasons, the boat crews are “enemy combatants” and can be executed.

Every step in this so-called logic is questionable.

It’s also dangerous. What if Trump “determines” that anyone he dislikes — immigrants, Democrats, student protesters — is an “enemy combatant?”

He has already referred to the “enemy within” the United States — in characterizing domestic political opponents, including government officials, critics, activists, and protesters.

In his September 30 speech to U.S. military’s top brass, Trump discussed using the military against this so-called “enemy from within.”

Trump has sent troops into Washington, D.C., Los Angeles, and Chicago — over the objections of mayors and governors. He plans to send more troops into more cities. He claims he’s doing it to deal with crime or to protect ICE agents or to protect ICE facilities. Again, the evidence is flimsy or non-existent.

This is a bit I find shocking:

^ ICE now holds 59,762 people in detention. Some of those detained have been American citizens. ICE made a mass arrest of 15 New York State elected officials. It has arrested members of Congress, active-duty firefighters, a child it accused of being a convicted adult in the MS-13 gang, a disabled military veteran, and a United States marshal —all of whom were shown to be U.S. citizens wrongfully held by ICE. ^

Trump’s Justice Department is now prosecuting people whom Trump has ordered it to prosecute — people who have tried to hold him legally accountable, such as New York Attorney General Letitia James and former FBI director James Comey.

Put it all together. How close are we to Trump ordering the execution of Americans he considers opponents?

Milei inherited a 200% inflation rate from the Peronist previous President he has succeeded in reducing that to 30% still far too high. He has generally a good approval rating but has a minority government, with the PR system he will struggle to form a government, it’s likely Kirchner will be the alternative who is very anti US.

We need you manufacture in-house so goods goods don't need to shipped all over the world. Would also mean money would be kept in our country. I am not a globalist. It hasn't worked for ordinary people but made some countries and individuals richer beyond anyone's widest dreams.

Quite BUT… that’s an ideal. Many products/ items cannot be produced in one country because, like cars, etc, they need components that that country can’t produce or grow! Trump ( or the people behind all theses things) never looks into the detail/ nitty gritty before his grand pronouncements! I gather he has such a short memory span that he basically listens to and takes advice from the last person who talks to him so there is a huge rush to be the last person in the room to influence him! He’s a Snake Oil Salesman!

Sadly, the food banks here are empty because he took away the grants and finding. Literally empty. Nov 1st, everyone will lose their SNAP benefits, which are food stamps and welfare benefits. I am already seeing posts on social media of people begging for food to feed their kids. I've never seen anything like it in the sheer volume of people asking for help to feed their kids.

If the shutdown lasts another week, I think we will start seeing some unrest. Grocery stores are already preparing for an increase in theft. Workers are reporting required employee meetings to discuss things this week.

We are about to witness large swaths of society all over the country, millions of people, not have food, healthcare or jobs over the next couple of months.

We are at the precipice of something. Hopefully it is a change for good.

Trump loves one thing… TRUMP! He has destroyed the majority of checks and balances that should have halted most of his actions. He wants POWER, PRESTIGE and more and more WEALTH! Hence his Trashy Versailles of a Ballroom that will be named after him and be bigger than the White House! It’s to be the size of TWO FOOTBALL PITCHES!
As for Maduro, Trump knows that Fentynal doesn’t come from there … he is doing all this for one reason… gain power over Venezuela …why … Venezuela has the largest reserves of OIL on the planet!. Why bother with the appalling war on Gaza… he wants the Nobel Peace Prize and lots of Real Estate for his Trump Hotel on the Gaza Riviera- as discussed in public with Netanyahu. NOTHING he does comes with an altruistic motive! He has amassed Billions FOR himself during this short time … what else will he rape and pillage whilst he has 3 more years ( at least) ?

Yes - Examples please….? And if you are going to say Peace in Gaza… one… he didn’t do anything, the ceasefire was organised by his minions, the various Middle Eastern groups and Egypt…and that isn’t Peace. There is a VERY long way before that is all sorted, so far there has been a near genocide of the Gaza Palestinians, now they are left in a broken place of rubble with no plans to help them. TRUMP and Netanyahu want them herded off anywhere o they can carve up the REAL ESTATE, as they both said publicly! Trump wants his Gaza Riviera to make billions from… that’s not Peace that’s annihilation! His bombing of boats and Iran is hardly good. His Tariffs are killing trade and the US economy, well for the poor and vulnerable anyway. The rich, and himself in particular, are getting richer. He personally is now, after just 10 months in office is 10 BILLION Dollars richer. His ICE deportations are not just clearing out Criminal illegals but everyone of colour they can find who are still awaiting full citizenship and have been living there and contributing to society and paying taxes for decades. Leaving broken families and communities. And a broken workforce! Farmers are already suffering! The immigrant system needed a huge reform, yes, it does everywhere in the world, but sending in troops is the action of a Dictator ! I could go on & on…
