I'm not sure - and I am no Corbyn fan.

It did look more like a mackintosh than an anorak to me. However, wearing the mac without a hood would have looked much better and the usual colour to wear is black. I was searching for a smart black mackintosh for DH to no avail, as last year his smart black overcoat got drenched.

Corbyn did bow and look respectful when he laid the wreath, so he is trying.

Just looked at the footage again (thank you for the link Maw) and it looks even worse than I remembered. The tie looks a kind of purple and the poppy is so tiny it is hardly visible. Added to that, the way he holds the wreath dangling down towards his knees. He would have been better not to go at all.
