Very Elderly neighbours not helped by family.

A friend phoned to say they had been called by an elderly neighbour to go and help partner, both extremely old. Partner had fallen not for the first time, their offspring otherwise engaged as usual.
Neighbour went and is yet waiting to be thanked by offspring. No covid precautions in place and others there without masks. I was asked for my opinion.
Surely social services should be made aware of the situation and the pressure on the other partner.Has anyone else been in a similar situation?

Pendant alarms can be good but my elderly neighbour was forever setting hers off accidentally. She would clasp her biscuit tin to her chest to open it and it would press the alarm. Suggestions to have an easier to open container were rejected.

My aunt's neighbour had a fall one late evening and lay on her cold bathroom floor in her nightdress all night until it was daylight and she could hear children going to school. She didn't want to press her alarm in the night and be a nuisance, somehow calling the emergency services was more acceptable in the daytime.
