Paper bags disintegrate if they get caught in the rain. Not at all practical for some.
I have clear memories of seeing broken jars of jam etc tumbling from paper carriers on the bus when I was little. Paper bags are not a new invention😐
Though it has to be said that many more food items were delivered to your home and it was quite “normal”. Apart from milk there was a veg van, a pop van, even I recall a laundry van. And a bread van. This in an area with butcher/baker/candlestick maker virtually on the doorstep! Good times🙂 lots of cardboard boxes in use as well.
