I think simply submitting to the court a doctor's certificate that says she is unfit to plead, should start a process that will help you.
Otherwise talk to your local Citizen's Advice or Neighbourhood Law Centre, if there is one. You may also find that Age UK could help.
Your mother may be entitled to Legal Aid, which , is free state-paid legal services. Some solicitors offer 30 minutes of free advice. Citizen's Advice or Age UK may know which solicitors local to you offer this service.

Whatever the process she cannot appear in court and give evidence if she is not mentally competent - and she clearly is not.
