The dark farce of Brexit dominates the political landscape. Meanwhile, in a vast rebuke to the idea that the EU makes all of our decisions for us, local government in England and Wales battles on in the face of austerity, trying and failing to deliver essential services that have nothing to do with Europe and everything to do with the town hall. Nowhere – at the moment – is that battle being lost more comprehensively than in Northamptonshire.
The county council has been insolvent for months, and is faced with making £70 million in cuts to balance its books. The council is caught between two sets of legal obligations, the first to provide core service and the second to stay within its budget. It can’t do one, without failing to do the other.
