I've seen two clips - the one of him grinning and moving his lips seems to be during the wait to start; everyone else is managing to just sit there looking contemplative.

I can't imagine he was on the phone with a hidden earpiece, he had Braverman and Coffey on either side! Which means he's a complete fidget and can't sit still and concentrate.

Not a good sign.

And Truss trusts him with the economy. I have no words, despite being a Conservative voter.

If you look at people below him like Sarah Brown, some of them seem to be aware that something is going on, he is not in their line of vision so I am wondering if they could hear him.

He certainly appears to be either under the influence of substances or be midst mental health episode.
I dislike gutter journalism but this appears to be taken from tv cameras and shared on line.

Absolutely bizarre.

In this area he is known as someone who would attend the opening of a paper bag if it got him in the news!

There is another, longer video, where he is mopping his head, swaying around, and looking as if he wants to make eye contact with someone/anyone.
