Saracyn, the same as charities for local dog rescues. The dog must never be sold on but returned to the charity if necessary, The premises and adopter must be inspected , and have to legally undertake specified care requirements.
The dog should be offered with a pet passport if it's a foreign dog. The Pet pp includes vetting.
If you visit the rescue premises and meet the owner you can get a pretty good idea if he or she looks to be getting rich;
or is ploughing the adoption fee back into care of the animals.
